Senior Chief Engineer - Facility Management Department
This stationary plant engineer position will support the Facility Management Department in routine duties and special tasks as outlined below. This is a salaried position reporting to the on site Facility Manager located in Santa Clarita, CA. The current site consist of approximately 240k sf, consisting of two buildings, additional phased construction is likely.
The central plant houses all of the major utilities including three Trane chillers, BAC cooling towers, boilers, (3) Munters desiccant wheel AHU's, 100+ Fan coil and air handler units, 750kw emergency bi-fuel generator and Eaton electric power distribution. The operation of the central plant will be on a 24/7/365 basis. A 60k gsf (37 degree F) cold storage facility exists on the site and its operation is incorporated into the scope. The utilities and O&M services are provided by a single central plant. During any future construction period, this role will be heavily involved in the Commissioning, Test and Balance and handover process.
Duties:
- The Chief Engineer will supervise and manage a lead technician and a host of outside service providers. Protective (Arc-Flash) uniforms and safety equipment will be provided for the Chief Engineer. Administrative functions will include but not be limited to the use of MS-Office, PC based CAFM software, MAC iOS desktop, iPad, and iPhone mobile devices used in prioritizing work orders and preventive maintenance task, and BMS programming, remote monitoring and optimization. In this position you will supervise and manage outsourced vendors approximately 25% of your time; while self-performing routine maintenance as qualified maximizing your productivity and utilization of expertise 50% of the time. Contract management to include RFP development, project management, direction of the work specifications, and response to inquiries from MEP vendors. Organize and maintain service and warranty files to ensure service agreements and related work orders and preventive/predictive maintenance are carried out as outlined in the service contracts and SLA with the occupants the remaining 25% of your time as outlined below:
- Execute O&M policies and procedures according to SOP manuals and SLA's contract documents. Maintain equipment, spare parts and attic stock inventory. Re-order as needed based on minimum on site requirements.
- Coordinate incoming/outgoing work orders with staff, and occupants. Delegating to outside vendors/contractors as needed; follow-up communications with status and completion times as outlined in PHI-FM policy and procedures to ensure timely delivery of services.
- Manage schedules for direct reports, outsourced maintenance contractors, and vendors. Coordinate related supply deliveries. Prepare weekly work order and maintenance reporting for review by Facility Manager as directed to ensure all local, state and federal requirements are met with proper documentation. CAL-OSHA, SCAQMD,
- Collect and process all MEP vendor invoices for proper GL coding for review and approval by Facility Manager; resolve issues, delays and escalate as needed.
- Preparation of reports, weekly, monthly, quarterly and annual with work order information and department budget review and preparation. Provide verbal and written summaries of all facility MEP operations daily, capital and special project task.
- Communicate management and staff members in advance outlining preparations for work that impact the buildings infrastructure, perform rotation after-hours on-call duty, holiday and/or weekend maintenance projects. Perform other special projects as assigned.
- Provide verbal and written documentation of all facility hazards, CAL-OSHA violations, and/or work related injuries immediately. Take corrective action to minimize impact on public safety at all times.
Minimum Requirements:
- Certification by IFMA, BOMA, Technical School or College (i.e. FMP, SMA, HVAC 608 Universal Technician, Trane central plant)
- Proficiency in Building Management System (BMS), Automation, Energy, Lighting and other logic control hardware, (i.e. Automated Logic Control and Web-Control BMS experience) with min 10 years' field Operations & Maintenance experience
- Advanced level knowledge of Microsoft Office Suite Programs and Facilities applications, (i.e. CAFM, CMMS, WOMS)
- Proficient with PC and Mac, Facilities & Property Management software, (i.e. WorkSpeed work order management, vendor contracts, contractor RFP/Bid document process.
- Ability to: lift 50 lbs, walk three flights of stairs, work 8 am to 5 pm M-F, occasional weekends, holidays and other hours as needed.
- Fire/Life Safety training, first aid, CPR & AED certification by Red Cross
- Training will be provided as needed for specialized systems; a passing grade or certification is required.
Skills:
- Experience with NFPA, HAZMAT, ASHRAE, CERS/CUPA requirements for onsite operations

- Engineering degree or Journeyman level HVAC, and General Trades experience
- Prior central chilled water plant and low pressure gas boiler systems operation and maintenance experience
