Project/Program Manager III - Eastrail

The Business Development and Partnerships Section in the Parks and Recreation Division is currently seeking to fill a Career Service/FTE Project Program Manager III position. In this role, you will be a key member of a highly productive team dedicated to positively and proactively engaging others in and conveying Parks' mission and purpose in the community. In particular, you will focus on partnership coordination and cultivation related to the construction, activation and operation of Eastrail, a 42-mile-long multi-modal regional trail and light rail corridor. You will join the Eastrail project at an exciting time, as the trail prepares to launch into construction, and be a key member of the growing Eastrail project team, coordinating and managing relationships within King County, across jurisdictions, with external consultants, and throughout the community.

Work Location: This position will work remotely. There will be an expectation to travel to various worksites throughout King County as needed for your work. A laptop will be supplied by King County.
Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The workweek is normally Monday through Friday, with occasional evenings and weekends required to support events and community meetings.- Job Duties
Key Deliverables:
- Develop effective networks to build awareness of Eastrail, support Eastrail’s construction, activation, and future operation, and foster engagement and volunteerism.
- Coordinate among Eastrail stakeholders to develop and implement Eastrail’s brand activation strategy.
- Liaise with consultants and other vendors providing public relations and communications services for Eastrail capital improvement projects.
- Represent the division’s and County’s interests among the various Eastrail-related groups, including the inter-jurisdictional team, the Eastrail Regional Advisory Council, the four-county regional trails coalition, and community groups like Eastrail Partners.
- Support the Eastrail Regional Advisory Council, including coordinating logistics for meetings.
- Gather and disseminate critical information to internal workgroups, ensuring a strategic approach to Eastrail’s construction and activation.Develop and implement communications and engagement strategies for Eastrail, including building awareness of and support for the trail’s construction, activation, and future operations.
- Interact with and provide customer service to adjacent property owners and other stakeholders interested in Eastrail’s construction, activation, and operation.
- Experience, Qualifications, Knowledge, Skills
The position requires at least five years’ experience in managing high-profile projects in a governmental setting that includes interacting with various elected officials. This candidate will be an enthusiastic and customer service-oriented professional who is a skillful problem-solver with the ability to inspire collaboration around shared objectives.
- Must have demonstrated experience working with stakeholder groups to build a sustainable base of community support for projects or initiatives that are politically sensitive or have significant political implications.
- Solid interpersonal communications skills, with the ability to work with a team on the creation and execution of communications and outreach strategies.
- Ability to synthesize and communicate technical information to non-technical audiences, in writing, orally or visually.
- Demonstrated ability to take ownership of and manage all aspects of a project, while balancing competing priorities.
- Agility in establishing and maintaining effective working relationships with various levels of staff, external governmental and non-governmental partners, and the public.
- Ability to work independently to plan and manage complex projects with ever-changing deadlines and scopes of work.

- Bachelor's Degree in public administration, communications, or related field, or an equivalent combination of education, experience, and training.
- Demonstrated proficiency in Microsoft Office and Wordpress (or similar) and experience with GovDelivery, Sitecore, Canva and Adobe Creative Suite.
- Knowledge of regional trail construction, maintenance and activation a plus.
- Work requires the ability to operate a King County vehicle to attend and/or deliver supplies to off-site meetings, site visits, and events.
- Work requires the ability to lift and move items, such as loading supplies in and out of vehicles and setting up/taking down canopy, tables, and other program supplies.
- Work may involve walking moderate distances on even and uneven surfaces in the field, year-round, and in varying weather conditions.
