HMC Ambulatory & Allied Care Services has an outstanding opportunity for a DIRECTOR OF SOCIAL WORK. Under the direction of the Chief Nursing Officer, this individual will oversee the Social Work Department to assure alignment with and adherence to the organization’s mission, vision, values, strategic goals, and business strategies. Emphasizing service excellence, patient safety, staff safety, financial responsibility and organizational integration, the director leads the department in overall program development and service priorities planning, implementation, supervision, and evaluation of social work clinical, teaching, and research activities. Provides leadership and expertise regarding complex psychosocial issues (abuse/neglect, end of life, crime victims), crisis intervention, discharge planning, care coordination and placement. Responsible for Social Work performance across the organization, including inpatient, Emergency Department/PES, outpatient clinics, and HCSATS and CRC. Advocates for patients and families across the care continuum.
RESPONSIBILITIES:
ADMINISTRATIVE AND FIDUCIARY:
Departmental program strategic planning and development, including clinical, teaching and research initiatives
Departmental budget preparation and management, including operational needs, capital and minor equipment, supplies, information and space utilization
Develop and represent the Department of Social Work’s position in all Joint Labor Management meetings, collective bargaining, as well as all employee disciplinary activity including grievances, arbitration, and any other union-related activities
Develop and implement departmental policies
Represents the Department within UW Medicine and at large, including but not limited to committees, associations, and boards
Manage relevant discretionary funds
Oversee utilization of Patient Access and Discharge Support funds to ensure fiduciary responsibility
STAFF DEVELOPMENT:
Oversee recruiting, hiring and training of all departmental staff working in all capacities
Encourages development of supervisory skills in areas of goal setting, clinical consultation, and comprehensive assessment of supervisees’ skills
Assesses departmental need for group supervision and additional clinical training
Encourage staff to contribute to professional journals and associations
Develop clinically relevant Grand Rounds speaker panel
CONTRACT OVERSIGHT:
Oversee implementation of and reimbursement for HMC-funded guardianship proceedings
Ensure vendor and HMC compliance with all aspects of ratified contracts under the purview of Social Work, to include ensuring timelines are met, deliverables received, and accountability maintained. Contracts under the purview of Social Work include: DSHS & Community Services, Hopelink, non-emergent medical transportation, and ambulance contracts
SYSTEMS AND LEGISLATIVE ADVOCACY:
Identify and pursue opportunities for Social Work to share clinical expertise and collaborate with Washington State legislators on initiatives which are mutually beneficial to patients and HMC’s length of stay initiatives (ex: expanded legally authorized surrogate decision maker statute)
Identify and pursue opportunities to partner with community providers in a manner which supports HMC’s Length of Stay initiatives (ex: development of DSHS Home & Community Services’ and non-emergent medical transportation contracts)
Recognize and pursue opportunities to leverage existing public resources to enhance funding status for HMC’s mission population patients (ex: Madison Clinic’s collaboration with DOH and resulting ACA enrollment campaign with 500+ patients enrolled)
CLINICAL:
Clinical consultation to staff and direct provision of services to patients/families as indicated.
Maintain a working knowledge of policies and practices affecting Social Work services in all clinical areas of the hospital, including those under the purview of Care Management, such as inpatient Social Workers
Actively develop policies and procedures directing standards of practice in all clinical areas of the hospital, including inpatient units, ambulatory care, Emergency Department, HMC Abuse and Trauma Services and Behavioral Health Integration Practitioners
Oversee the implementation of care plans in the Emergency Department, Madison Clinic and various other ambulatory care clinics
Ensure availability of 24/7 on-call clinical consultation provided by experienced departmental managers
Consultation to HMC physician and administrative leaders throughout all clinical areas regarding social work interventions, workplace violence issues, including sexual assaults of patients and staff, patient engagement techniques, and legal issues such as CPS/APS reporting requirements
TEACHING/OUTREACH/RESEARCH:
Oversee internship programs for social work students
Assess need for seminars and group supervision for students in social work and allied disciplines.
Willingness to accept a faculty appointment within the School of Social Work and teach courses as requested
Promotes new and expanding community resources to meet the needs of patient populations
Provides community education on specialized topics
Global responsibility for research initiatives and activities within the Department
Identify and implement departmental and/or collaborative research endeavors on behalf of the Department

REQUIREMENTS:
Master’s degree in Social Work from a program accredited by the Council on Social Work Education
AND
Seven (7) years of full-time professional social work experience.
This background must include four years of experience in health care setting, including four years of social work management experience, at least 3 of which are in a health care setting. Comparable combinations of experience will be considered.
Must have experience with budgeting, data collection, and clinical metrics.
LEGAL REQUIREMENT:
Licensed as an Independent Clinical Social Worker with the WA State DOH.
